Background

Joseph Miller joined the College of Hospitality, Retail and Sport Management in 2025 as human resources business partner. He brings experience across higher education, state government, corporate employment matters and military leadership. His expertise includes employee relations, workforce planning, talent management and professional development. He partners with college leadership to align human resources initiatives with organizational goals and employee needs.

Miller joined the University of South Carolina in 2021 as a human resources service team manager, leading a six-person team supporting 6,000 employees across assigned campuses, colleges and divisions. Previously, he held employee relations and training leadership positions with the South Carolina Department of Mental Health, where he advised managers and employees, oversaw grievance processes and developed supervisory training. He also worked in the South Carolina Budget and Control Board’s human resources division, helping state agencies navigate compensation, employee relations and dispute resolution.

Miller’s earlier career included paralegal work with Nelson Mullins Riley & Scarborough and positions in employment litigation and wage and hour compliance with Walmart. He also served in the U.S. Army Reserve from 1991 to 2009, holding command and logistics positions. As a company commander, he managed training, safety and readiness for 180 soldiers, building operational and personnel leadership experience that complements his human resources expertise.
